HSCR 1017-00       Allows the chief justice to determine the salaries of the
                administrative director and deputy administrative director based

SB 3125 SD2 HD1    RELATING TO PUBLICATION OF NOTICE.
HSCR 970-00        Redefines "government agency" for purposes of the public notice
                requirement by not including the counties except for notices
                required by chapters 103D and 103F. (JHA,FIN)

SB 2935 SD1 HD1    RELATING TO DANGEROUS DRUGS.
HSCR 1069-00       Repeals mandatory terms of imprisonment for the promotion of
                dangerous drugs in the:  (1) Second degree for persons convicted
                of possession or distribution of methamphetamine, or any of its
                derivatives; and (2)  Third degree for persons convicted of
                possession or distribution of methamphetamine.  Requires convicted
                persons who are sentenced to probation to pay for and participate
                in an appropriate drug treatment or education program.

SB 2433 SD2 HD1    RELATING TO PRISONS.
HSCR 1076-00       Authorizes the governor to enter into contracts with private
                entities to manage in-state correctional facilities.  Creates a
                citizens oversight committee for any new proposed prison facility.
                Authorizes the governor to develop a prison at King's Landing,
                island of Hawaii. (PSM/LAB,FIN)

SB 2110 SD2 HD1    RELATING TO HAWAIIAN HOME LANDS TRUST INDIVIDUAL CLAIMS.
HSCR 1016-00       Creates the Hawaiian home lands trust individual claims
                compensation commission to develop proposals for alternative means
                of compensating claimants who have received a favorable ruling.

HSCR 933-00        ENTERPRISES.
                Authorizes the issuance of special purpose revenue bonds for

SB 3176 SD2        RELATING TO INSURANCE.
HSCR 1066-00       Extends medical and other insurance benefits to reciprocal
                beneficiaries.  Requires the Public Employees Health Fund to
                establish a reciprocal beneficiary family coverage health benefits

SB 2303 SD2 HD1    RELATING TO HARBORS.
HSCR 927-00        Transfers certain PSC taxes to the harbor special fund and boating
                special fund for additions and improvements of passenger cruise
                ship facilities. (TRN,FIN)

SB 2706 SD1 HD1    RELATING TO TAXATION.
HSCR 894-00        Exempts from the general excise tax, amounts received as rent for
                the rental or leasing of aircraft or aircraft engine used by
                lessees or renters for interstate air transportation of passengers
                and goods.  Clarifies the existing use tax exemption with regard
                to the acquisition or importation of the leasing or renting of any
                aircraft or aircraft engine by any lessee or renter engaged in
                interstate air transportation. (TRN/EDB,FIN)

SB 2781 SD2 HD1    RELATING TO TAXATION.
HSCR 1033-00       Replaces the qualified improvement tax credit with a 4 per cent
                hotel construction and remodeling income tax credit. (EDB,FIN)

SB 3032 SD2 HD1    RELATING TO ECONOMIC DEVELOPMENT.
HSCR 1034-00       Modifies the qualified improvement tax credit.  Partially exempts
                the Hawaii tourism authority from the environmental impact
                statements (EIS) law.  Amends the definition of "action" under the
                EIS law to exclude any marketing and promotional program that does
                not require a discretionary permit. (EDB,FIN)

SB 2409 SD1 HD1    RELATING TO TAXATION.
HSCR 1020-00       Exempts certain activities of call centers from taxation.
                Modifies the qualified improvement tax credit. (EDB,FIN)

SB 2419 SD1        RELATING TO CAPITAL ACCESS PROGRAM.
HSCR 917-00        Establishes a capital access program in the department of
                business, economic development, and tourism. (EDB,FIN)

SB 2059 SD1 HD1    RELATING TO WELFARE REFORM.
HSCR 1024-00       Bases cash assistance on 55%, but not less than 43%, of the 2000
                federal poverty level.  Increases cash assistance annually based
                on the corresponding annual cost-of-living adjustment provided by
                the Bureau of Labor Statistics, but no lower than 20% less than
                the annual adjustment.  Provides for reduction adjustments.

SB 2427 SD1 HD1    MAKING AN APPROPRIATION FOR COMPENSATION OF CRIME VICTIMS.
HSCR 1068-00       Makes an appropriation for crime victims.  Provides a 10% cap on
                expenditures from the special fund to pay operating expenses.

Heard on Friday, March 31, Agenda #3:

SB 2420 SD2 HD1    RELATING TO TECHNOLOGY.
HSCR 1077-00       Allows the high technology development corporation (HTDC) to issue
                special purpose revenue bonds and special facility revenue bonds
                for the development of high technology projects.  Allows qualified
                high technology businesses to sell their unused net operating loss
                carryover to any other taxpayer.  Expands the income tax exclusion
                for royalties and other income from high technology businesses.
                Allows partnership investors the flexibility of allocating the
                high technology business investment tax credit among partners
                without regard to their proportionate interests in their
                partnership investment vehicle.  Makes the high technology
                business investment tax credit and the tax credit for increasing
                research activities refundable to the taxpayer.  Conforms the
                state tax credit for increasing research activities with the
                federal tax credit.  Allows the board of trustees of the
                employees' retirement system (ERS) to invest ten percent of ERS
                funds in qualified high technology businesses.  Appropriates funds
                for education, workforce development, and University of Hawaii
                research and training.  Exempts members of the governor's special
                advisory council for technology development from the senate
                confirmation process and from the need to file a disclosure of
                financial interest with the state ethics commission.  Promotes
                Hawaii, through a coordinated statewide effort, as a place to do
                high technology business.  Giving increased autonomy and authority
                to HTDC over its fiscal and personnel matters.  Establishes the
                Hawaii venture capital technology revolving fund.  Requires HTDC
                to establish programs for seed capital assistance, venture capital
                assistance, and capital access.  Puts the chief executive officer
                of HTDC, the executive director of the natural energy laboratory
                of Hawaii authority, and the president of the Hawaii strategic
                development corporation on each others' boards. (EDB/HED,FIN)

SB 2850 SD1 HD2    RELATING TO KINSHIP CARE.
HSCR 1031-00       Establishes kinship care by providing guidelines under which a
                person may become a kinship provider. (HSH,JHA,FIN)
